Guyana - Indigenous Peoples Demand Action on Land Rights, Consent
Issues
At a week-long workshop on 'Indigenous Peoples' Rights, Extractive
Industries and National Development Policies in Guyana' from
2-8 March 2010, the topics covered were: indigenous peoples' right
to free, prior and informed consent (FPIC) and the extractive sector,
the Government of Guyana's recent Low Carbon Development Strategy
(LCDS) and REDD+ policies. Amerindian leaders shared their experiences
of both public-sector and private development projects and proposals
within their territories. They concluded that Guyana's current practices
do not adequately respect the rights of indigenous peoples.

This is an updated version of FPP's earlier report,
prepared for the UNFCCC COP 14 (Poznan) in December 2008.
As REDD proposals and projects gather momentum to determine how developing
country forests will be included in global efforts to mitigate climate
change, this report analyses national, international and NGO initiatives.
It identifies that to achieve effective and sustainable results, forest
peoples must be involved at all levels and their rights upheld.

Since FPP's first report on REDD in 2007 (see
below) calling for an urgent debate on rights issues in forest
and climate policy-making, governments and international agencies
have started to acknowledge that social and rights issues need to
be addressed. However, this updated report finds that forest peoples
continue to be sidelined at the national and international levels,
and governments have yet to make firm commitments to uphold their
rights.

No Silver Bullet for Combating Deforestation
Throwing huge amounts of money at forest problems in developing
countries through Reduced Emissions from Deforestation (RED) schemes
is no guarantee that forest loss will be stopped or even slowed
down. In fact, it could even cause more problems for forest peoples
and push deforestation into new areas.

Pueblos Indígenas y las comunidades locales
