Press Release - Starvation and poverty in Indonesia: civil society organisations appeal for suspension of MIFEE project in Papua pending redress for local communities

The Indonesian government has issued an industrial timber plantation licence for use on the Zanegi community’s customary lands to timber company PT Selaras Inti Semesta, a subsidiary of the Medco Group, whose concession extends over 169,400 ha, and which is one of over 80 companies operating as part of the government-sponsored Merauke Integrated Food and Energy Estate (MIFEE) agro-industrial mega-project.

Kampung Zanegi di Kabupaten Merauke Provinsi Papua suram dan sunyi, berkebalikan dengan gemuruhnya suara bulldozer dan chainsaw yang terdengar dari kejauhan. Di ujung sebuah deretan rumah sederhana, Yosefa, 31 tahun, seorang ibu asli Orang Malind beranak tiga, membungkuk di samping tungku untuk mengorek-ngorek bara yang hampir mati. Ia menimang anaknya berumur tiga tahun untuk menidurkannya. Mata anak itu kurus dan cekung. Yosefa sendiri kurus kering  dan lesu akibat kurang gizi, ia mengusap bulir keringat di dahinya yang panas karena demam. Ia menceritakan kisah sebuah kampung di ambang kematian.

The subject of this request is the extreme harm caused to indigenous Papuans by the Merauke Integrated Food and Energy Estate project (the MIFEE project), a State-initiated, agro-industrial mega-project implemented by a variety of corporate entities that, to-date, encompasses around 2.5 million hectares of traditional indigenous lands in Merauke. The affected indigenous peoples have already lost a considerable area of their lands due to acquisition by these companies and conversion to plantations of one kind or another. The irreparable harm they have already experienced continues to expand and intensify as more companies commence operations.

Subyek permohonan ini adalah kerusakan ekstrim yang ditimbulkan terhadap masyarakat adat Papua oleh proyek Merauke Integrated Food and Energy Estate (selanjutnya disebut “proyek MIFEE”), sebuah proyek agroindustri raksasa inisiatif Negara yang dijalankan oleh berbagai perusahaan, yang hingga saat ini mencakup tanah masyarakat adat Merauke seluas 2,5 juta hektare. Masyarakat adat yang terkena dampak proyek telah mengalami kehilangan tanah yang luas akibat pengambilalihan oleh perusahaan-perusahaan yang terlibat dan dikonversi menjadi perkebunan. Kerusakan permanen yang mereka alami terus meluas dan meningkat seiring dengan bertambahnya jumlah perusahaan yang mulai beroperasi.

La reserva indígena Kugapakori, Nahua, Nanti es objeto de debate y de posiciones enfrentadas en Perú. Mientras un par de entidades exigen proteger la vida e integridad de estas poblaciones vulnerables, como establece la ley, otras tres aprueban nuevas actividades de exploración sísmica y perforación de pozos en el Lote 88 del complejo gasífero de Camisea, que abarca un 23% de la reserva.

Latin American indigenous leaders and organisations urge President Maduro’s intervention to end the repression of the Yukpa and recognise their traditional lands

Over 70 activists and leaders of Latin America’s indigenous peoples movement have written to President Maduro of Venezuela urging his intervention to end the repression of the Yukpa people in the Sierra de Perija region. This began with the Yukpa’s violent eviction from their lands in the 1920s and has continued to this day in the form of repeated imprisonment and oppression of their leaders and even their assassination including that of Sabino Romero in March 2013. The organisations urge President Maduro’s intervention to end the militarisation of the area, initiate processes of peaceful dialogue and fully implement Venezuela’s constitutional commitment to recognise indigenous peoples’ ‘original rights over the lands they have traditionally and ancestrally used and occupied’.

Más de 70 activistas y dirigentes del movimiento de los pueblos indígenas de América Latina han escrito al presidente Maduro de Venezuela para instar su intervención para poner fin a la represión contra el pueblo yukpa en la Sierra de Perijá. Esto comenzó con el desalojo violento del Yukpa de sus tierras en la década de 1920 y ha continuado hasta hoy en forma de encarcelamiento y la opresión repetida de sus dirigentes e incluso su asesinato como el de Sabino Romero en marzo de 2013. Las organizaciones instan al presidente Maduro a intervenir para poner fin a la militarización de la zona, iniciar procesos de diálogo pacífico y aplicar plenamente el compromiso constitucional de Venezuela para reconocer los derechos originarios de los pueblos indígenas ‘sobre las tierras que ancestral y tradicionalmente ocupan’.

UN OHCHR: UN rights chief Navi Pillay urges States to do more to respect treaties with indigenous peoples

"GENEVA (07 August 2013) –States need to do more to honour and strengthen their treaties with indigenous peoples, no matter how long ago they were signed, UN human rights chief Navi Pillay has said in a statement to mark International Day of the World’s Indigenous Peoples on 9 August.

“Even when signed or otherwise agreed more than a century ago, many treaties remain the cornerstone for the protection of the identity, land and customs of indigenous peoples, determining the relationship they have with the State. They are thus of major significance to human rights today,” she said.

The Star, Malaysia: Task force to look into Suhakam findings on native land rights

"KUALA LUMPUR: A special task force will be set up to look into the outcome of the National Inquiry into the Land Rights of Indigenous Peoples, said Minister in the Prime Minister’s Department Datuk Paul Low.

The Human Rights Commission (Suhakam) conducted the inquiry following numerous complaints as well as memorandum from the orang asli community on the violation of their human rights, especially on customary land rights.
