La Banque interaméricaine de développement (BID) a joué un rôle moteur dans le développement du projet gazier de Camisea dans l’Amazone péruvien en 2002/2003, bien qu’elle ne possède aucune politique spécifique pour les projets ayant des répercussions sur les peuples autochtones. Même si la Banque en a adoptée une en 2006, une disposition clé sur les peuples isolés a été ignorée lorsqu’elle a accordé un prêt de 400 millions de dollars US l’année suivante. Par ailleurs, les tentatives de la Banque pour « protéger » une réserve pour peuples autochtones en « isolement volontaire » directement affectés par le projet de Camisea se sont révélées être presque entièrement inefficaces et sont maintenant davantage fragilisés par des plans imminents d’expansion des opérations dans la Réserve, des plans que la BID est sur le point d’approuver.

On 22 February 2013, 58 international human rights and environmental organisations (including Friends of the Earth-France, the Sierra Club and Rainforest Foundation Norway) submitted a letter to President Ollanta Humala appealing for the prohibition of expansion plans of the Camisea gas project within the ‘Territorial Reserve for ethnic groups in voluntary isolation and initial contact, Kugapakori-Nahua-Nanti and others’ (KNN Reserve). These plans include proposals to carry out intensive seismic testing and build twenty-one wells, a flowline and associated infrastructure within ‘Lot 88’, and possibly establish a new concession, ‘Lot Fitzcarrald’, in the adjacent area.    

Indigenous peoples' organisations in Peru have appealed to the Committee on the Elimination of All Forms of Discrimination (CERD), a UN human rights body, to prevent the expansion of the Camisea gas project within the Kugapakori-Nahua-Nanti Reserve because it could lead to the extermination of peoples living in isolation.

On the eve of the latest visit of the Forest Investment Programme (FIP) to Peru (18 -20 February 2013), AIDESEP, the Peruvian national indigenous organisation, has sent a letter to the FIP mission denouncing the efforts of the Peruvian government to backtrack on previous commitments to recognise millions of hectares of untitled indigenous territories as part of their ‘Forest Investment Strategy’.
