La Federación por la Autodeterminación de los Pueblos Indígenas (FAPI) de Paraguay ha publicado un protocolo para el consentimiento libre, previo e informado (CPLI). El documento es presentado como un marco general para el CPLI aplicable a todas las decisiones, medidas, proyectos y programas, incluyendo futuros programas sobre los bosques y el cambio climático en camino en Paraguay, que podrían afectar las tierras, los territorios, los recursos y otros derechos e intereses en general (solamente disponible en Castellano).

The Federation for the Self -Determination of Indigenous Peoples (FAPI) in Paraguay has published a Protocol for free, prior and informed consent (FPIC). The guidelines are issued as a general FPIC framework applicable to all decisions, measures, projects and programmes, including forest and climate change projects and programmes, that may affect indigenous peoples' lands, territories and resources and other rights and interests in general. Introduction
Forest Peoples Programme staff have recently returned from two weeks in the Central African Republic where we were working with the Bayaka Community Union and the World Wildlife Fund in the context of the EU-funded, Government of Central Africa Republic-implemented, and WWF-supported Dzanga Sangha project in which FPP is a partner. The objective of the EU project is to promote and improve local and especially indigenous livelihoods and sustainable development in the Dzanga Special Reserve in the context of increased protection for community rights, along with improved access to health and education services. The project is especially targeting the indigenous population of Bayaka forest huntergatherer communities, and the Sangha Sangha people, now a minority group traditionally based predominately along the rivers of the region. This EU project is one of a number of donor-funded projects implemented by the government, with technical and financial support from WWF, which together enable the Dzanga- Sangha Special Reserve to operate.

The principle that indigenous peoples and local communities have a right to give or withhold their Free, Prior, and Informed Consent (FPIC) to developments affecting their resources is not new. However, experience using FPIC in REDD+ implementation is still limited in the Asia-Pacific region. Using relevant examples from a range of locations and sectors, this manual provides a basis for developing country-specific guidance on employing FPIC in REDD+ processes.
