Given the historic harmful legacy that some protected areas have had for indigenous peoples and local communities, there is a real need to re-think how the world’s protected and conserved areas are established and who governs and manages them. This was a key topic for discussion at this year’s World Conservation Congress.

At IUCN’s World Conservation Congress in Hawaii in September 2016 key motions were approved calling for the recognition of the rights of indigenous peoples and local communities where protected areas have been created on their territories and lands.

Lors du Congrès mondial de la nature de l’UICN qui s’est tenu à Hawaii en septembre 2016, des motions importantes ont été adoptées qui demandent la reconnaissance des droits des peuples autochtones et des communautés locales là où des aires protégées ont été créées sur leurs terres et territoires.

Pada Kongres Konservasi Dunia IUCN di Hawaii pada bulan September 2016 disepakati mosi-mosi penting (key motions) yang menyerukan pengakuan hak-hak masyarakat adat dan komunitas lokal apabila kawasan lindung telah dibangun di wilayah dan tanah mereka.

Best practices around indigenous peoples and the establishment, expansion, governance and management of protected areas was the focus of a discussion at the International Union for Conservation of Nature’s World Conservation Congress.The event, organised by Forest Peoples Programme, brought together 14 people at a knowledge café to discuss implementation of elements of the Convention on Biological Diversity’s Plan of Action on Customary Sustainable Use.

Progress has been made on the issue of recognising the rights of indigenous peoples and local communities where protected areas have been created on their lands.

The intricacies of rights-based work within World Heritage Conservation will be explored at the IUCN’s World Conservation Congress this week.A joint workshop, by the University of Lucerne in Switzerland, ICOMOS, the IUCN, ICCROM and Forest Peoples Programme, will discuss challenges in achieving greater progress in rights-based approaches around the 1,052 official World Heritage sites, and those vying for the status.

The value of an innovative mechanism designed to resolve conflicts where indigenous peoples and local communities live in formally-listed protected areas will be explored in a workshop at the International Union for Conservation of Nature (IUCN)’s World Conservation Congress next month.

A record of the 58 resolutions and recommendations by the World Conservation Congress of most relevance to indigenous peoples. Despite having affirmed the need to respect the rights of indigenous peoples in conservation strategies for over 30 years, the World Conservation Union has failed to enforce this commitment on the ground.

With generous assistance from the Rights and Resources Intiative (RRI) and IUCN’s Commission on Environmental, Economic and Social Policy (CEESP), Forest Peoples Programme (FPP) supported Thai and Kenyan partners to attend the 5th IUCN World Conservation Congress (WCC5) from 6-15 September in Jeju, South Korea.

Avec l’aide généreuse de l’Initiative des droits et ressources (RRI) et de la Commission des politiques environnementales, économiques et sociales de l’UICN (CEESP), le Forest Peoples Programme (FPP) a soutenu ses partenaires thaïlandais et kényans afin qu’ils participent au 5ème Congrès mondial de la nature de l’UICN (WCC5) du 6 au 15 septembre à Jeju, en Corée du Sud. Fred Kibelio Ngeywo (du Projet de développement des peuples autochtones de Chepkitale, CIPDP, et de la communauté ogiek du Mont Elgon, au Kenya), Udom Charoenniyomphrai (Inter Mountain Peoples Education and Culture in Thailand Association, IMPECT), Kittisak Rattanakrajangsri (Indigenous Peoples’ Foundation for Education and Environment in Thailand) et Michael Kipkeu (Kenya Wildlife Service) ont contribué à soutenir des motions clé (voir rapports ci-dessous), et à présenter le Mécanisme de Whakatane qui a pour objectif de « prendre en compte et remédier aux effets des injustices historiques et actuelles dont sont victimes les peuples autochtones au nom de la conservation de la nature et des ressources naturelles ».[1] L'équipe du FPP a également participé à des ateliers clé sur les sites du patrimoine mondial et à toute une série d'événements parallèles.

Con la generosa asistencia de la Iniciativa para los Derechos y los Recursos (RRI por sus siglas en inglés) y la Comisión de Política Ambiental, Económica y Social (CPAES) de la UICN, el Forest Peoples Programme o FPP (Programa para los Pueblos de los Bosques) ayudó a socios tailandeses y keniatas a asistir al 5.o Congreso Mundial de la Naturaleza de la UICN (WCC5), celebrado del 6 al 15 de septiembre en Jeju, Corea del Sur. Fred Kibelio Ngeywo (Proyecto de Desarrollo de Pueblos Indígenas de Chepkitale [CIPDP] y miembro de la comunidad Ogiek del Monte Elgon, Kenia), Udom Charoenniyomphrai (Asociación para la Educación y la Cultura de los Pueblos de Montaña en Tailandia [IMPECT]), Kittisak Rattanakrajangsri (Fundación de Pueblos Indígenas para la Educación y el Medio Ambiente en Tailandia) y Michael Kipkeu (Servicio de Fauna y Flora Silvestres de Kenia) apoyaron mociones clave (véanse los informes de abajo) y presentaron el Mecanismo de Whakatane, que tiene como finalidad «abordar y corregir los efectos de las injusticias históricas y actuales cometidas contra los pueblos indígenas en nombre de la conservación de la naturaleza y los recursos naturales»[1]. Fred Kibelio Ngeywo (Chepkitale Indigenous Peoples' Development Project, CIPDP, dan dari komunitas Ogiek di Gunung Elgon, Kenya), Udom Charoenniyomphrai (Inter Mountain Peoples Education and Culture in Thailand Association, IMPECT), Kittisak Rattanakrajangsri (Indigenous Peoples’ Foundation for Education and Environment in Thaliand) dan Michael Kipkeu (Kenya Wildlife Service) turut serta dalam mendukung gerakan-gerakan kunci (laporannya dibawah), dan mempresentasikan Mekanisme Whakatane yang berupaya "untuk mengatasi dan mengganti rugi ketidakadilan historis dan ketidakadilan saat ini terhadap masyarakat adat atas nama konservasi alam dan sumber daya alam".[1] Tim FPP juga menghadiri lokakarya kunci tentang Situs Warisan Dunia dan sejumlah acara pendamping (side events).

A draft Framework for the Whakatane Mechanism has been developed jointly by the IUCN secretariat, IUCN-CEESP, IUCN-SPICEH and FPP with feedback by many others and based on the experience of the two pilot Assessments in Thailand and Kenya. The aim is to circulate it within IUCN for wider feedback in order to agree on a final Framework by the end of the World Conservation Congress in Jeju.

Un proyecto de Marco para el Mecanismo de Whakatane ha sido elaborado conjuntamente por la secretaría de la UICN, UICN-CPAES, UICN-SPICEH y el Forest Peoples Programme o FPP (Programa para los Pueblos de los Bosques) con comentarios y opiniones de muchos otros, y basándose en la experiencia de los evaluaciones piloto en Tailandia y Kenia. Nuestra intención es circular el proyecto dentro de la UICN para obtener más opiniones y comentarios, con el fin de acordar un marco definitivo para cuando termine el Congreso Mundial de la Naturaleza que se va a celebrar en Jeju.
