There have been some significant gains in recent months in the journey towards securing community forest rights in the Democratic Republic of Congo. On 2nd August 2014, the long-awaited community forestry decree (CFD) was finally signed by the Congolese Prime Minister. This was seen as a notable improvement to the land tenure and forest governance regime in the DRC. Civil society organisations, and indigenous and local communities had been waiting for the decree with high hopes since the Forest Code was adopted in 2002, paving the way for a new forest governance framework.*

En los últimos meses se han presentado algunas ganancias significativas en el camino hacia la obtención de la garantía de los derechos forestales de las comunidades en la República Democrática del Congo (RDC). El 2 de agosto de 2014, el tan esperado decreto de silvicultura comunitaria (CFD por sus siglas en inglés) fue firmado finalmente por el Primer Ministro congoleño. Esto se consideró como una mejora notable al régimen de gobernanza forestal y de tenencia de la tierra en la RDC. Las organizaciones de la sociedad civil y las comunidades indígenas y locales han esperado este decreto con mucha esperanza desde la adopción del Código Forestal en 2002, abriendo el camino para un nuevo marco de gobernanza forestal.*

Des progrès significatifs ont été accomplis au cours des derniers mois dans la protection des droits relatifs aux forêts communautaires dans la République démocratique du Congo. Le 2 août 2014, le décret sur la foresterie communautaire (CFD), attendu de longue date, a enfin été signé par le Premier Ministre congolais. Ce décret est considéré comme constituant une amélioration importante au régime foncier et au régime de gouvernance forestière en RDC. Les organisations de la société civile ainsi que les communautés autochtones et locales attendaient ce décret avec beaucoup d'espoir depuis l'adoption du Code forestier en 2002, qui ouvrait la voie à un nouveau cadre de gouvernance de la forêt.*

Pada tanggal 2 Agustus 2014, surat keputusan hutan kemasyarakatan (Community Forestry Decree) yang telah lama ditunggu-tunggu akhirnya ditandatangani oleh Perdana Menteri Kongo. Hal ini dipandang sebagai peningkatan yang sangat penting bagi penguasaan lahan dan rezim tata kelola kehutanan di RDK. Organisasi masyarakat sipil, dan masyarakat adat dan komunitas lokal telah menanti-nanti keputusan ini dengan harapan besar sejak Hukum Kehutanan diadopsi pada tahun 2002, yang membuka jalan bagi kerangka tata kelola hutan yang baru.*

Fifteen organisations working with indigenous women, including Forest Peoples Programme, have joined forces to emphasise the injustice and multiple forms of discrimination suffered by indigenous women in the Democratic Republic of Congo (DRC) to the Committee on the Elimination of Discrimination against Women (the Committee). States are required to submit reports to the Committee every four years, describing legislative, judicial, administrative or other measures they have adopted to implement the provisions of the Convention on the Elimination of All Forms of Discrimination against Women (the Convention). The DRC’s report will be examined by the Committee on 11 July 2013 in the presence of a delegation of Congolese government representatives. Quince organizaciones que trabajan con mujeres indígenas, incluido el Forest Peoples Programme, se han aliado para resaltar la injusticia y las múltiples formas de discriminación que sufren las mujeres indígenas de la República Democrática del Congo (RDC) ante el Comité para la Eliminación de la Discriminación contra la Mujer (el Comité). De acuerdo con el procedimiento del Comité para examinar los informes periódicos que los Estados partes están obligados a presentar cada cuatro años, en los que los Estados describen las medidas legislativas, judiciales, administrativas y de otro tipo que han adoptado para aplicar las disposiciones de la Convención sobre la eliminación de todas las formas de discriminación contra la mujer (la Convención), el Comité estudiará el informe de la RDC con fecha del 11 de julio de 2013 en presencia de una delegación de representantes del gobierno congoleño. Esta reunión y sus procedimientos pueden verse en vivo en línea en el sitio internet: http://www.treatybodywebcast.org/. 

Quinze organisations travaillant avec les femmes autochtones, incluant le Forest Peoples Programme, ont joint leurs efforts pour dénoncer les injustices et les multiples formes de discrimination dont sont victimes les femmes autochtones en République Démocratique du Congo (RDC) au Comité pour l’élimination de la discrimination à l’égard des femmes (le Comité). Dans le cadre de sa procédure d’examen des rapports périodiques que les États doivent lui soumettre à tous les quatre ans et dans lesquels ces derniers décrivent les mesures d'ordre législatif, judiciaire, administratif ou autre qu'ils ont adoptées pour donner effet aux dispositions de la Convention sur l’élimination de toutes les formes de discrimination à l’égard des femmes (la Convention), le Comité étudiera le rapport de la RDC le 11 juillet 2013 en présence d’une délégation de représentants du gouvernement congolais. Le déroulement du processus d’examen peut être visionné en ligne au : http://www.treatybodywebcast.org/.

Lima belas organisasi yang bekerja bersama perempuan adat, termasuk Forest Peoples Programme, bergabung untuk menegaskan ketidakadilan dan berbagai bentuk diskriminasi yang diderita perempuan adat di Republik Demokratik Kongo (RDK) kepada Komite Penghapusan Diskriminasi terhadap Perempuan (Komite). Negara-negara diminta untuk menyampaikan laporan empat tahunan kepada Komite untuk menjelaskan langkah-langkah legislatif, judikatif dan administratif serta langkah-langkah lainnya yang telah mereka adopsi untuk melaksanakan ketentuan-ketentuan Konvensi Penghapusan Segala Bentuk Diskriminasi terhadap Perempuan (Konvensi),.Komite akan mempelajari laporan RDK tanggal 11 Juli 2013 di hadapan delegasi perwakilan pemerintah Kongo.
