Recommendations for the revision of the New Approach to Country Engagement

We welcome the opportunity to provide detailed inputs into the ongoing revisions and discussions on the draft proposed new approach to country level engagement in the World Bank change strategy.

Specifically we have addressed the critical issue of how risk assessment, analysis and understanding is achieved in each stage of Bank engagement in a given country context, and how guidance is provided to country staff on effectively monitoring threats or constraints to development outcomes on a national level. This compliments similar inputs into the safeguard review process.

In this submission we will be referring to two key documents under public consultation at the moment, the "World Bank group: A new Approach to Country Engagement" (revised consultation draft), April 29, 2014; and the "Interim Guidelines for Systematic Country Diagnostic", February21, 2014.

Forest Peoples Programme, along with other civil society organisations, has previously provided input into the New Approach to Country Engagement with a focus on the critical requirement for effective participation and consultation during both the formulation of this new approach, and in the conduct of the assessments it requires. With this submission, we are providing additional frameworks for understanding opportunity and risk in development interventions.
