COP15 – Working to include Indigenous Peoples and Local Communities’ rights in new biodiversity agreement

The Conference of Parties to the UN Convention on Biological Diversity (COP15) begins on 7 December in Montreal. This is a crucial year as the aim of COP15 is to finalise and adopt the Post-2020 Global Biodiversity Framework (GBF), which will set the global targets for living in harmony with nature and mitigating biodiversity loss . 

FPP will be supporting the International Indigenous Forum on Biodiversity (IIFB) at COP15, who will be working to ensure that indigenous peoples and local community rights and contributions to conserving and sustainably using biodiversity are recognised and included in the Post-2020 GBF. IIFB and allies will be hosting side events that highlight the importance of Indigenous Peoples and Local Communities rights, as well as participating in panels of events organised by international and national NGOs and governments. They will also be organising press conferences and statements of their lists of demands for the Post-2020 GBF, as well as proposing specific changes to the text. A full list of these events is below.

We will also be launching a selection of indigenous-made films and multimedia content on the Local Biodiversity Outlooks website and in collaboration with IIFB at official events and side events throughout COP15.

Wednesday, 7th December

  • Inclusive and Effective Implementation of Draft Target 3: Lessons learnt from past country experiences – Side event 4845

This side event brings together several countries supported by the GEF that are starting inclusive and effective protected area and OECM planning processes. During the event, they will share their past experiences and future plans.

The International Indigenous Forum on Biodiversity set out their key messages and demands for the Post-2020 Global Biodiversity Framework at this press conference.

This event will bring together the most ambitious Parties, organisations and leading scientists in a global partnership to support adoption of Target 3 in the GBF and showcase new, existing and upcoming technical guidance.

  • Advances in the management of traditional knowledge associated with genetic resources in Latin America as part of the Nagoya Protocol – Side event 4522

  • Identifying, Recognising and Reporting OECMs: Experiences in implementing COP Decision 14/8 - Side event 4656

This event will highlight concrete examples of a human rights-based approach to area-based conservation, sustainable use and benefit sharing, and how promising human rights practices from local to national levels can support the implementation, monitoring and reporting of the Post-2020 GBF.

  • Indigenous governance of traditional territory: Learnings from the Wayfinders Circle for achieving the Post-2020 Framework – Side event 5113

The Wayfinders Circle members will demonstrate models of territorial governance that the rest of the world can learn from, considering some of the radical changes that are necessary for the diversity of life to continue on our planet.

  • Delivering on land tenure for indigenous peoples and local communities: realising the IP and LC Pledge – Side event 4897

Friday, 9th December, 13:15

Key questions in this discussion will be on how the IP and LC pledge agreement and its implementation mechanisms should be formulated to ensure support and enhancement of Indigenous Peoples and Local Communities’ contributions.

  • Indicators to monitor contributions of indigenous peoples and local communities in the post-2020 global biodiversity framework – Side event 4959

Indicators will be central to monitoring the implementation of the Post-2020 GBF. This side event will present key headline indicators, the state of data availability and methodologies, and discuss next steps for their operationalisation.

This side event will highlight experiences and efforts towards the participation of Indigenous Peoples and Local Communities in Sweden and Sápmi, as well as sharing examples and leading practices from other countries.

  • Promoting stakeholder dialogue between IPLCs groups and researchers in the CBD context: analysis of specific case studies – Side event 4730

Saturday, 10th December, 18:15

This event presents concrete examples of joint initiatives in the period 2020-2022 to promote dialogue and understanding of Indigenous Peoples organizations with different stakeholders from research and conservation organizations interested in developing gene drive technologies

Sunday and Monday, 11-12 December 

The Nature and Culture Summit 2022 is a major parallel event at COP15, to reflect on the diverse values of nature, articulate the links between biological and cultural diversity, and to share experiences on how to restore and strengthen those links in support of the implementation of the post-2020 global biodiversity framework.
