Comments on the draft Readiness Preparation Proposal (RPP) September 2009A. Strengths:The Amerindian Peoples Association (APA) notes several important and helpful revisions to previous R-Plan now known as the RPP, including:

  1. The Government of Guyana‟s (GoG) commitment that the development and implementation of a national REDD strategy will conform to the goals of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), and use the principle of FPIC to “guide the process” (page 40).
  2. Recognition that “extending the titling process to untitled communities” is an important part of a REDD strategy (page 7). This is an important element of the RPP, but the REDD readiness activities must go much further on land tenure and resource rights issues as they relate to indigenous peoples in Guyana (see further elaboration below).
  3.  A commitment that “hunting and farming as well as other subsistence level activities” practised by indigenous peoples will “be unaffected” by REDD policies, regulations and incentives (page 43)
