Pucallpa: Presentation of the Amazonian Indigenous Guard Manual at ORGI's IV Annual Congress

Pucallpa, 18 November 2025. This morning, as part of the IV Annual Congress of the Regional Organisation of Indigenous Guards – Shipibo Konibo (ORGI-SK), the Manual for Amazonian Indigenous Guards was publicly presented at the National Intercultural University of the Amazon (UNIA), a milestone in strengthening Indigenous self-protection systems in the Peruvian Amazon.
The event brings together indigenous organisations, institutions and delegations from Peru, Ecuador and Colombia. Participants include the Cauca Regional Indigenous Council (Colombia), Alianza Ceibo (Ecuador), the Indigenous Guard of the Kakataibo People of Peru (GIPKAP), the Directorate of Human Rights Policy and Management of the Ministry of Justice and Human Rights, the National Office of Justice of the Peace and Indigenous Justice of the Judiciary, the Regional Management of Indigenous Peoples' Development of the Regional Government of Ucayali, and the Rector's Office of UNIA.
The presentation of the manual is a central part of the Congress and is the result of a collective effort involving ORGI-SK, the Shipibo Konibo Xetebo Council (COSHICOX), AIDESEP, the Legal Defence Institute (IDL), Forest Peoples Programme (FPP), The Shipibo Conibo Center and Land is Life.
The document brings together guidelines for the safe action of Indigenous guards, risk response mechanisms, community communication guidelines, routes for reporting attacks, and tools for territorial control from a human rights perspective.
The participation of international delegations and state entities reflects the growing interest in strengthening Indigenous protection mechanisms against threats such as illegal economies and increasing violence against defenders. During the event, representatives noted that the manual is a decisive step towards consolidating an Amazonian model of self-protection based on community organisation, autonomy and international human rights standards.
With this public presentation, ORGI-SK is promoting a phase of socialisation and training that will allow more communities to access clear tools to protect their territory, their autonomy and the integrity of their defenders.
